What are the advantages of core needle biopsy over surgical biopsy?

Less invasive, lower complication rate, lower cost
If the lesion is malignant, the patient can decide upon mastectomy or lumpectomy before surgery. If it is invasive cancer, sentinel lymph node sampling or axillary dissection can be done during the initial surgery (e.g., transplant candidate or known breast cancer elsewhere in the same breast)
